The Steam rebate offer, within two weeks of the purchase and with less than two hours of play time, applies to games and software applications in the Steam store. Here is a general description of how refunds work with other types of purchases.

Refunds for downloadable content
(Content of the Steam store usable within another game or software application, "DLC")

The DLC purchased from the Steam store is refundable within fourteen days of the purchase, and if the underlying title has been played for less than two hours since the DLC was purchased, provided the DLC has not been consumed, modified or transferred. . Please note that, in some cases, Steam will not be able to reimburse a third-party DLC (for example, if the DLC irreversibly rises to a character in the game). These exceptions will be clearly marked as non-refundable on the Store page prior to purchase.

Refunds on purchases within the game

Steam will offer a refund for in-game purchases within the games developed by Valve within forty-eight hours of purchase, provided that the item in the game has not been consumed, modified or transferred. External developers will have the option to enable reimbursements for in-game items in these terms. Steam will inform you at the time of purchase if the developer of the game has chosen to offer refunds for the item of the game you are buying. Otherwise, in-game purchases in non-Valve games are not reimbursable through Steam.

Refunds on pre-purchased titles

When you pre-purchase a title on Steam (and have paid the title in advance), you can request a refund at any time before the release of that title. The standard refund period of 14 days / two hours also applies, from the date of the game's launch.

Steam wallet refunds

You can request a refund for Steam Wallet funds within fourteen days of purchase if they were purchased on Steam and if you have not used any of those funds.

Steam hardware

Within the applicable time period identified in the Hardware Refund Policy, you may request a refund for Steam hardware and accessories purchased through Steam for any reason. You must send us the hardware again within fourteen (14) days after requesting reimbursement, following the instructions that we provide. See the Hardware Reimbursement Policy for detailed guidelines on the return and cancellation of Steam hardware and accessories.

Refunds in packages

You can receive a full refund for any package purchased from the Steam Store, provided none of the items in the package have been transferred, and if the combined usage time of all items in the package is less than two hours. If a package includes an in-game item or DLC that is non-refundable, Steam will inform you if the entire package is refundable during the checkout process.

Purchases made outside Steam

Valve can not provide refunds for purchases made outside of Steam (for example, CD keys or Steam wallet cards purchased from third parties).

VAC prohibitions

If you have been excluded by VAC (the Anti-Cheat Valve system) in a game, you lose the right to reimburse that game.

Video content

We can not offer refunds for video content on Steam (for example, movies, shorts, series, episodes and tutorials), unless the video is in a package with other reimbursable content (not video).

Refunds on gifts

Non-redeemed gifts can be refunded within the standard 14-day / two-hour refund period. The exchanged gifts can be refunded in the same conditions if the recipient of the gift initiates the refund. The funds used to buy the gift will be returned to the original purchaser.

Right of withdrawal from the EU

For an explanation of how the EU withdrawal right works for Steam customers, click here.

Abuse

Refunds are designed to eliminate the risk of buying titles on Steam, not as a way to get free games. If we think you are abusing the reimbursements, we can stop offering them to you. We do not consider it abusive to request a refund of a title that was purchased just before a sale and then immediately repurchase that title for the sale price.
